The Jammu and Kashmir situation: The Azadi debate

The Pandits of the Kashmir Valley, currently in exile, the Dogras and Muslims of Jammu, the Buddhists of Ladhakh, the Shias and Gujjars in different parts of the state have never been part of any Azadi movement, let alone any Islamic Azadi.
They, in fact, are fairly clear that they want greater integration with a secular India, let alone any loosening of ties, what to talk about any separation from India into an Islamic Kashmir. In fact, the greater the cry for Azadi, the greater is the desire for integration in Jammu and Ladhakh.

So, what does Azadi mean for them? It means the continued domination of valley politics and valley politicians over their affairs. It means the continued neglect of their areas, witnessed during the last 63 years. And, if Azadi is Islamic, it means further discrimination and insecurity.
Finally and perhaps crucially, the demand for 'Azadi' if understood as freedom from India is clearly unacceptable to the India state. No Government of India can accept the demand for 'Azadi' over the needs of 'atoot ang'. The people of India would never spare such a government, whatever its shape and hue and whatever its majority.
So where does this leave the Azadi debate?
The example of the 'raiders' in 1947 is clear proof that an Azad or 'independent' Kashmir would not be able to survive or preserve its independence. Even Gilgit, which overthrew the Maharaja's rule on November 1, 1947 and declared itself independent, could remain so only for less than three weeks before Pakistan took control of the territory.
The colour of Azadi cannot be green. The minorities would not accept it and it would mean, at a minimum, the delinking of Jammu and Ladakh from the valley. Equally, the colour of Azadi cannot be saffron. The majority would not accept it. Only under the 'trianga', a secular India, can the true essence of Kashmir flower and prosper. It is here that their distinct cultural and ethnic identity would be preserved and strengthened.
Azadi, too, cannot be accession to Pakistan. Barring a few die-hard votaries, no one in his right mind would think of joining Pakistan. Not only is there distrust of the Punjabi-Pathan elements, there is a realization that Kashmir's cultural identity would have no chance of survival in a failing and increasingly Talibanised Pakistan.
Azadi, therefore, has to be freedom from Pakistan, once and for all and freedom to enjoy what the other citizens of India take for granted.
But, there has to be a limit to what the Kashmiris think they can extract from India in the garb of Azadi. Bargaining for concessions is a democratic right that all Indians enjoy, no less the Kashmiri. But where bargaining is perceived as blackmailing, and especially if it has an international dimension, then what gets compromised is the freedom to enjoy what others in India enjoy. It also undercuts support that other civil society members and political parties in India can offer.
At the same time, the Government of India needs to treat the cry of Azadi as a cry for justice, a cry to undo past wrongs, and above all, a cry to give the Kashmiris a stake and pride in India, rather than bullets and doles, an assurance that their identity would be as secure in India as is say the Tamil identity or the Marathi identity or the Bengali identity.
Today, clearly, the Kashmiris don't perceive this to be the case. Hence, the cry for Azadi for want of another slogan that can penetrate the ear plugs worn by the Indian leadership. By Salim Haq (ANI)

Wizi wa vifaa katika magari kutoka nje wakithiri

MAMLAKA ya Usimamizi wa Bandari Tanzania( TPA), imesema asilimia 80 ya magari yanaoibwa vifaa vinaibwa kabla ya kuingia katika bandari ya Dar es Salaam.

Jana waandishi wa habari walikuwa watu kwanza kukagua magari yaliyoletwa katika meli kabla ya wafanyakazi wa bandari kuingia ndani na kushuhudia magari mengi yakiwa yameibiwa redio na vifaa vya kufungulia madirisha.

Takwimu zinaonyesha magari mengi yanaibiwa vifaa katika bandari ya Sharjah, Falme za Kiarabu na yanayotokea Japan yana usalama zaidi.

Akizungumza na waandishi wa habari mara baada ya kukagua meli iliyobeba magari hayo, Meneja wa bandari ya Dar es Salaam, Idi Mkwata alisema, vifaa vya magari hayo vinaibwa katika maeneo makuu manne ambayo ni kabla ya magari hajapakiwa melini kuja nchini na magari yakiwa melini wakati yanakuja Dar es Salaam.

Pia yanaibwa vifaa magari yakiwa bandarini na wakati yakiwa mikononi mwa mawakala wasio waaminifu yakipelekwa kwa wenye magari.

Katika kipindi cha kati ya Januari na Agosti mwaka huu kati ya magari yaliyofika 36,708, magari 31,794 yaliibwa vifaa na magari 4,914 yalikutwa na vifaa kamili huku 39 ndiyo yalifanyiwa uharibifu yakiwa ndani ya bandari ya Dar es Salaam.

Kwa mwaka jana kati ya magari yaliyoingia 52,411 magari 39,780 yalikutwa yameshanyofolewa vifaa kabla ya kuteremshwa na 12,631 yalikutwa na vifaa kamili huku 71 yaliibwa vifaa yakiwa ndani ya bandari ya Dar es Salaam.

Mkuu wa Usalama wa TPA, David Mranda alisema, magari yanapobainika kuibwa vifaa vyake kabla ya kushushwa katika bandari ya Dar es Salaam, uongozi wa bandari unatoa taarifa kwa Mkuu wa meli ambaye anawasilisha malalamiko katika eneo alipochukua gari lakini yanayoibwa ndani ya bandari TPA ndiyo inayomlipa mtu fidia.

Katika kukabiliana na wizi huo, TPA kwa kushirikiana na uongozi wa bandari ya Sharjah umeanzisha fomu ya ukaguzi wa magari yanapopakiwa Sharjah ili kubaini yote yaliyofanyiwa uharibifu yakiwa huko, utaratibu umeanza kupunguza wizi huo.

“Hatua tulizochukua katika bandari ya Dar es Salaam ni matumizi ya mtandao wa kamera za kiusalama(CCTV) katika yadi za magari; kuweka uzio kwenye yadi na kuzuia wateja na watu wengine kuingia katika yadi za magari kiholela”, alisema Mranda.

Hatua nyingine ni matumizi ya ving’amuzi vya metali; kukagua magari kwenye meli kabla ya hayajateremshwa kutoka melini na matumizi ya fomu za kukagulia magari(VDITT) ambayo inatakiwa kubandikwa kwenye gari ili mmiliki wa gari aweze kutambua vifaa vilivyopo ndani ya gari yake.

Kwa sasa bandari ina uwezo wa kuhifadhi magari 3,600 katika eneo la bandari na yadi ya nje ya magari ina uwezo wa kuhifadhi magari 1,500 kwa wakati mmoja.

Alisema, wiki ijayo yadi nyingine yenye uwezo wa kuhifadhi magari 1,500 itafunguliwa na Oktoba yadi nyingine ya nje ya kuhifadhi magari 2,500 itaanza kutumika.

 

Mfumo mpya: Bila 40,000 hupati leseni ya udereva

WAZIRI wa Mambo ya Ndani, Lawrence Masha amezindua utoaji wa leseni mpya za udereva utakaokamilika Julai 30, mwakani na kugharimu Dola milioni 17.25 (zaidi ya Sh bilioni 17) huku leseni moja ikiuzwa kwa Sh 40,000.

Aidha Masha alisema Serikali haitavumilia wala kuwaonea huruma watendaji watakaofanya makosa kwa uzembe au kwa makusudi kwa kuongozwa na maslahi yao binafsi kwa kutoa leseni hizo kinyume cha sheria.

Akizungumza wakati wa hafla hiyo Dar es Salaam jana, Masha alisema serikali iliamua kuanzisha mfumo huo mpya wa utoaji leseni kama sehemu ya mkakati wake wa kupunguza ajali za barabarani pamoja na kuongeza wigo na udhibiti wa mapato ya serikali.

Alisema wale wenye leseni daraja C na hawaendeshi malori, gari za abiria au sifa zinazoendana na daraja hilo ambao huendesha magari yao binafsi wanatakiwa kubadilisha na kupewa leseni ya Daraja D na kusema tayari kuna Vituo tisa vilivyokamilika kuanza kutoa leseni hizo.

Masha alisema ili kupunguza ajali za barabarani, msisitizo umewekwa katika viwango na umahiri wa dereva wakati wa utoaji leseni ili kutimiza azima hiyo madaraja ya leseni yameongezeka hadi kumi na nne ambapo upatikanaji wa kila daraja utategemea uwezo wa dereva pamoja na umahiri aliouonyesha katika mafunzo wakati wa kutahiniwa,” alisema Masha.

Alisema ili kuwawezesha kusimamia kikamilifu mfumo huo, serikali itatoa mafunzo kwa watendaji wa Jeshi la Polisi na Mamlaka ya Mapato ambao aliwataka kuwa na uzalendo na ushirikiano katika kufanikisha utekelezaji wa mpango huo huku serikali ikiwa na imani ya mfumo huo kuondoa tatizo la kughushi leseni na upatikanaji kinyume cha taratibu.

Alisisitiza kuwa katika mfumo wa zamani ilikuwa vigumu kudhibiti kughushiwa lakini katika mfumo huu mpya kuna mambo mengi hayawezi kughushiwa hata ukibadilisha jina au kunyang'anywa leseni ni vigumu kuchukua nyingine kutokana na kuchukuliwa kwa alama za vidole “ili kuondoa msongamano katika upatikanaji wa leseni hizi, madereva wenye leseni ambazo si daraja C watabadilishiwa pale leseni zao wanazotumia sasa zitakwisha muda wake wa matumizi, napenda pia kusisitiza kuwa leseni za zamani zitaendelea kutumika sambamba na mpya,” alisema Masha.

Naye Kamishna Mkuu wa Mamlaka ya Mapato Tanzania (TRA), Harry Kitilya alisema utoaji wa leseni hizo mpya unafanywa na kampuni ya Israel ya OTI LR Group of nje ya nchi iliyopatikana kwa mujibu wa sheria ya Manunuzi ya Umma na kugharimu zaidi ya Sh bilioni 17 fedha ambazo walikubaliana kuwa watatoa wao na kurudisha kwa muda wa miaka mitatu kwa kutoa leseni moja kwa Sh 40,000.

Indian Business man could be richest man in the World

Indian business tycoon Mukesh Ambani could be the richest man on earth in 2014 with a net worth of USD 62 billion, pipping Mexican billionaire businessman Carlos Slim, according to a forecast by the prestigious Forbes magazine. "One of the predictions is that Reliance Industries'' chief Ambani, who currently has a net worth of USD 29 billion, pips the world''s richest man Mexican businessman Carlos Slim to top Forbes'' rich list in 2014," it said.

 
 Ambani''s net worth swells to USD 62 billion while Slim is "hit hard by Mexican political, financial chaos," according to the prediction by Forbes. 53-year-old Ambani currently ranks fourth on Forbes'' list of the world''s billionaires.

Forbes has listed a number of events that could happen over the next 10 years in the field of politics, energy, medicine, finance, society and technology. The publication asked its staff and contributors to forecast some of the "noteworthy events" till 2020.

"A vision of the coming decade sketched from real data, projections and facts whenever possible -- though we''ve injected a dose of rigorous science fiction to fill the gaps," Forbes said about its special 2020 report called ''What Happens Next -- Our Look Ahead''. Another forecast in the field of finance and economics is of fraudster Bernard Madoff''s death in his prison cell in 2011.

The convicted Ponzi-scheme perpetrator is found hanging in his cell and "prison officials will not rule out foul play," according to the Forbes forecast. "Futurism favours the bold.
